Dr. Shannon Horrillo joined ANR on May 1, 2011 as the Associate Director of 4-H Program and Policy. In her role, Horrillo provides leadership to the implementation of the 4-H Youth Development Program. This includes leadership and oversight to the 4-H Advisory Committees, the 4-H mission mandates (4-H Science, Engineering & Technology, 4-H Healthy Living, and 4-H Citizenship) and the 4-H Thrive and 4-H Military Partnership Programs. Shannon’s expertise is in program administration, youth development and evaluation. She has created and implemented strategic ways to support the growth and development of the 4-H Youth Development Program, volunteers and staff. Horrillo has experience developing high-quality positive youth development programs that are research-based and meet the needs of youth, families and communities in California. She has extensive experience in the development and implementation of large-scale evaluations and in communicating outcomes to stakeholders. Horrillo is also responsible for the development, interpretation, and implementation of UC policies related to the 4-H YDP and oversees the development of new 4-H policies. Before accepting her current position as Associate Director of 4-H Program and Policy, Horrillo served as 4-H Youth Development Advisor for Placer and Nevada counties from 2008 to 2011. Horrillo earned a Ph.D. in Human Development, an M.S. in Child Development and a B.S. in Human Development, all from UC Davis. Horrillo is dedicated to youth development work and enjoys serving the state of California by creating healthy families and communities.
